How to activate the monitor USB ports?
I had my monitor connected to my surface pro 3 and I wanted to plug my phone in so I connected the USB hub on the right side of the 2007 WFP monitor and nothing happened I am led to assume I need to set something up but, i'm not sure what.

First, I doubt that the monitor USB downstream ports will provide enough power to charge the phone. Give it a shot. Second, for the monitor USB downstream ports to function, you must plug the USB upstream cable into the monitor USB upstream port. The other end plugs into a USB port on the computer.
